Not that I know of. Perhaps Pendraken, but it's hard to find photos of their minis. This comparison site might help though, lots of 15mm Orcs: http://sites.google.com/site/15mmfantasy/comparing-oops . Best bet may be to just green-stuff some snouts onto something like Khurasan's 15mm orcs.

@HeyJames – those are all 25mm figures.
You might also want to look at 1/72 (20mm) to see if you can find something close.
Minifigs Greyhawk line maybe?
Alas, the Minifigs line was also 25mm. I think I'm just out of luck on this one.
So Joseph… did you ever find any? I find myself now looking for 15mm orcs and goblins as well. Or 1/72s. Any luck finding pig-faced ones?
